I wish to plant periwinkle however its late november. Is it still ok or should I wait until spring? thanks Dave Gale

You can successfully plant anytime the ground is not frozen. (In Concord, I suspect that's nearly all year around.) The roots of your vinca will establish themselves, even if you don't see any new top growth until spring. When spring does arrive, the plants will be well established and ready to grow. Enjoy your new plants!
