The area we want to use for a vegetable garden is too sandy. How can we improve it?

The best soil for a garden is sandy loam, so you're part way there. To improve extremely sandy soil, you can incorporate lots of organic matter, in the form of compost, aged manure, or leaf mold. You can purchase these amendments if you don't already have a compost pile that will produce organic matter for you. You'll need to add organic matter each year as it decomposes. Keep at it and eventually you'll have terrific garden soil!
