Is there a herbicide that I can apply to our raised flower beds? I've tried Preen, but the results were poor. We have bulbs, Poppies and shrubs planted in the raised beds.

There are few pre-emergenct herbicides that are safe to use in garden beds that contain herbacious plants. Products like Preen and Casoron are meant to be used in beds with established woody ornamentals, not around tender perennials. There's a product made from corn gluten called DynaWeed that prevents weed seeds from germinating, but existing weeds need to be removed before the product is applied.
