Most evergreens grow relatively slowly, especially those that mature to a smaller size such as this. You might look into some of the smaller cultivars of juniper and possibly a smaller or compact holly such as "Little Red" which can be pruned and kept at the height you need. Your local professional nursery staff and/or county extension may have other suggestions based on a more detailed understanding of the growing conditions where you want to plant (eg, sun or shade, soil type, amount of wind) and your overall design goals. Enjoy your evergreens!
