would you suggest starting with plugs for geraniums, other annuals, and vegetables? or purchasing a supply of early starting plants? Is it a matter of cost, since my inventory will be small. Thank you.

If you're just starting out, plugs would be the most cost-effective way. You can grow them on and sell them in 4" pots. For some pointers, why not contact some local nurseries? Even though you'll eventually be competing with them, I'll bet they'll share some inside information - gardeners and nurserymen love to share their knowledge and skills.
