I just bought a ERICA Heath Evergreen in a pot. When is the best time to plant it in the ground? I live in Ohio and it's winter now.

You can plant anytime the ground is not frozen. If there's snow on the ground, keep your heather in its nursery pot and set it in a protected flower bed (perhaps one underneath the eave of your house). In the spring, plant it in a sunny site with well draining soil. Best wishes with your new heather!
