What is the best time to cut back ornamental grasses such as pampas grass and cosmopolitan miscanthus? Should you cut back all ornamental grasses?

Angela,

Late winter is the best time. In your area I suggest about early February or even late January. Cutting them back removes the old dead leaves and the plant comes back fresh and attractive. There is no problem for the plant in leaving a clumping type grass uncut. It is just an aesthetic issue.
