We bought 3 sweet broom last summer and they all look dried this winter. Should we cut back the dried branches and how low?

Patrick,

Cut them back to living tissues (green under bark when scratched with a thumbnail). This may mean cutting them all the way back to the ground (about 2 inches above the ground) depending on how cold your winter got this year. If temps fell below the mid to low teens they may have been killed outright. Otherwise they should return in the spring.
