Spring or fall are the optimal times to plant new shrubs and trees because weather is generally cool and rainfall abundant. If the danger of frost is over, you can plant your camellia now. If there's still a threat of cold weather, wait a few more weeks, then plant your shrub in its permanent spot in the garden.
