I am planting daffodil bulbs in a garden. But I wanted to know if I could plant ground cover throughout so that when the bulbs retreat in the winter I would not have bare garden and still have a lovely green garden, possibly with winter-blooming flowers. Thank you, Pam

Pam,

Yes the bulbs, if they are types that will naturalize in your area and return year after year, can come up through annual flowers or a groundcover. Just take care when working in the bed to plant flowers each year to not damage the bulbs resting underground.
