Are there any factors which make citrus (navel oranges) sweeter (in the San Diego area)?

Temperatures and moisture both play a part in the development of sweet navel oranges. As the fruit matures, it becomes sweeter. You may be harvesting too soon. Fruits picked in October and November won't be as sweet as those that are harvested in December. While you can't control the temperature, you can make sure your trees have adequate moisture all year around. This, plus waiting to harvest, should produce some sweeter fruit.
