| There are several evergreen shrubs you could consider including some of the smaller cultivars of boxwood, low growing junipers, and smaller maturing cultivars of rhododendron. To some extent your selection will be determined by the amount of wind in that area, what type of soil is there, the typical soil moisture, and the size you have in mind as "small." There are many slow growing so-called dwarf evergreens, too, but be sure to check their mature size to see if that would be small enough; many mature at over 8 feet tall! Your local county extension and/or professionally trained and certified nurseryman should be able to help you evaluate the growing conditions where you want to plant and identify plants that would thrive there, then you could select the one you like best from those.
