The more recent growth (a year or so) is covered with a light white dusting that is easily rubbed off. Is this normal or do I have a problem? Trees were planted early last year.

From your description, I'd say your Asian pear tree has developed powdery mildew, a fungal disease. There are fungicides on the market that will protect pear trees from this disease. Be sure to read and follow the label directions.
