Getting flowers on a shrub in that much shade is pretty much impossible unless the shade is VERY bright all day. It is even difficult to get the shrubs to have a dense canopy of foliage in that much shade. I suggest your best options are hydrangeas (smaller sized varieties are available), Fatsia japonica and Aucuba (which comes in varieties with yellow spotted leaves adding some color to the shade). Both of these last 2 get taller than 3 feet tall. If you can water the area you might also consider some hardy ferns which would love the shade and come in many types some of which reach about 3 feet tall.
