is this a bird friendly tree for birds food, visiting, nesting etc.

Acer palmatum 'seiryu' is an attractive tree which birds might want to nest in, but mostly they will rest among the branches and leaves. They're not especially fond of the seeds this tree produces. If you want to attract birds to your yard, include some trees with fleshy berries or fruit such as Amelanchier (serviceberry), Cornus (dogwood), or crabapple. You might also include some native shrubs (Salal, red huckleberry, etc.) to attract birds to your property.
