Is it OK to cut the top of the tree of Italian Cypress to keep it short?

It is okay but the result will be a rather strange looking Itallian Cypress tree. You will likely have to cut it periodically to maintain that height. Have you considered the Tiny Tower Itallian Cypress it is very slow growing to 25 to 30 ft. tall, 3 ft. wide. Thus you would not have to prune for some time and the plant would not be fighting you so much.
