I'd vote for a native groundcover rather than something that needs pampering. How about Kinnikinnick, Creeping Mahonia, Arctostaphylos (Creeping Manzanita), or Philadelphus lewisii (Wild Mock Orange)? Once the slope is protected from erosion you can install flower beds or place large pots of flowers along the slope for color. Best wishes with your new landscape!
