I bought vinca minor and found that there was small 1 inch white to clear worms lots of legs and slender in the potting soil they came in any idea what they are and is that a good thing or a bad thing

I can't tell from your description just which worms you are seeing. It sounds like a caterpillar but it could also be some other insect. I suggest you take a sample of the insects to your County Extension Office for identification, and if necessary, control recommendations. With some sample in hand they should be able to identify the type of insect and determine if it is a pest or not.
