Does this ground cover need to be cut or mowed down in the winter or spring? I would like to plant it on a steep slope, but don't want to have to cut it back as it would be very difficult.

Oenothera speciosa 'Siskiyou' does not need to be cut down on an annual basis but it may need renewing every 3-4 years. It will stand severe pruning so you may want to plan on whacking the plants back every 3-4 years to keep the slope looking neat and attractive.
