We planted last year during a severe drought season. We followed the watering routine however they started drooping and lost all foliage going into winter. Is this a natural condition for fall/winter? As of 4/4 there are no signs of new buds.
Do they typically drop all foliage, then return in spring?

Yes, this is a deciduous shrub so it normally loses its leaves in the fall every year. It should releaf this spring. It does leaf out relatively late, after many other plants, so do not panic if it seems slow in the spring. In your area I would guess it would leaf out maybe in mid May or so. Your local professional nursery staff can give you a more precise idea. Enjoy your Weigela!
