Your new plant will reach 6-8' in both height and width without pruning, but you can keep it at 4' tall and wide with annual pruning. Lilacs bloom best when they experience a prolonged winter chill (not a problem in your gardening region) and they bloom on the tips of branches. It's important to prune immediately after the flowers fade so your lilac will have all summer to develop new stems and flower buds for the following season's flower display.
