As I indicated in my previous answer, this is not a good solution to creating a planting area because it creates drainage problems, the soil is so shallow plants can't send their roots deep enough, and it freezes, floods, and also dries out too fast, among other problems. You should remove or at least break up the paving before topping it with soil. If you consider your yard as a giant patio or deck, you might be able to design it in such a way that it becomes a pleasant area without lawn. A bit of pergola or large umbrella overhead, a nice comfortable table and chairs, and an assortment of container plants can make an enjoyable space. I wish I could be more encouraging.
