Can I seed and fertilize on the same day? If not, how long do I have to wait to do one or the other, and which is best to do first?

Newly seeded lawns won't need to be fertilized right away - the seeds have all the nutrients they need to germinate and once they do, the blades that emerge will convert the energy of the sunlight into carbohdrates for the roots. Wait until after you mow the lawn for the first time before applying fertilizer.
