Very strange. The nutrients sound fine except for pH being a little low. Some lime can help this. I don't think the railroad ties are the problem. I suggest you mix a couple of inches of compost into the soil and then try planting again. Sometimes in a new spot a garden will struggle the first season but then once the soil settles in with some organic matter things willgrow fine. You may also be seeing problems from soil insects such as wireworms or from dry soil or oversaturated soil conditions. Try to keep the soil evenly moist and don't give up. It will all work out in time. Nature has a way of fixing things!
