What kind of plant can I grow with foliage all year long, sun all day location with flowers?

Bougainvillea is a natural for such a situation, but you might also try evergreen honeysuckle (Lonicera), or Jasmine. Each of these will remain evergreen and produce flowers over a long season. Of the three, bougainvillea will provide the most flowers (it flowers every 6 weeks nearly year around). Best wishes with your garden!
