When can I plant shrubs and flowers after tilling?

It is best to let the soil settle for a week or two after tilling, so you can see any low or high spots, then level and rake it smooth one more time before planting. That last raking will also help disturb and control some of the weeds that will be germinating in the disturbed soil, so it is worth the wait.
