When can I plant shrubs and flowers after tilling?

It is best to wait a week or two after tilling so the soil has time to settle and you can see any high or low spots, then level and rake it smooth again before planting. That last raking helps limit weed growth because it disturbs any emerging or germinating weed seeds, so in my experience it is worth the wait.
