I have a chinese fringe tree that was planted in mid February.
It has not yet sprung to life, and as much as it seems to be trying, I was wondering
if this being late April that there may be a problem with the tree,or is it simply a late starter.

Thank you for your help.

I think your Chinese fringe tree is taking its cue from Mother Nature. When the air and soil temperatures are just right, your tree will leaf out. Best wishes with your garden!
