What makes a tomatoe plant grow tall but not produce tomatoes?

This might be due to several factors, but the most common would be not enough sunlight and/or too much nitrogen fertilizer. Also, it is still early in the season to be looking for flowering on tomato plants. Some varieties do not begin to bear until midsummer, some heirlooms for example do not have pickable fruit until August.
