Your spruce may have suffered from winter weather, be sitting in soggy soil, or has developed a fungal disease. Make sure the soil drains well or you tree will continue to decline over the years. Since it's early in the spring, you can prune away the dead branch tips, both to encourage new growth and to remove any fungal infection that may be present. Best wishes with your trees!
