Leeks like a fertile soil with a pH of 6.0 to 7.0. Mix in lots of organic material like compost, aged manure, or leaf mold before planting. Then keep the area moist and keep weeks pulled so they don't compete with the leeks. Leeks can be harvested whenever they reach the desired size. You can get a double crop by harvesting the leeks and then planting about two inches of stalk, with the roots attached, back into the soil. The second growth won't be as big around, but will be a special bonus laterin the season!
