Peat moss, when spread over a newly seeded lawn, will help retain moisture so seeds can germinate, and will provide organic matter as it breaks down. It's acidic, so if you have alkaline soil, it will help lower the pH slightly.

Adding peat moss to the soil prior to planting either a garden bed or a lawn, is just one way of adding organic matter to the soil to help it retain nutrients and moisture, and provide a better tilth or texture. This encourages root growth and, subsequently, healthier plants.
