Question: Does cutting the white flowers off (before fruit appears) of the Ligustrum (Wax-Leaf Privet) encourage privet growth?

Answer: Cutting the flowers off will only serve to keep the plant from producing berries. If it's new growth you want, you can encourage it with some tip pruning or light shearing. Cut the branch tips back by a few inches and your privet will respond by sending out one or two new shoots at the site of the cut. Bet wishes with your garden!
