Rebecca, November is the best time to transplant a mimosa or any other woody ornamental shrub for that matter. The cool days of fall when it also tends to rain regularly is the least stressful time for the new transplant. Fall transplanting also allows the most time for the roots to settle in and get established before the onset of hot weather next summer.
