At what time of year can I transplant my large shrub-- red twig dogwood?

It would be better to transplant it in late fall or in very early spring. Try to take as much of the root system as you can, and cut it back quite hard to compensate for the lost roots. To move it now with summer right around the corner would be the most difficult time of year to become re-established. If you have to do it now, make sure to water it very generously all summer.
