It seems like an unusual growth pattern for your Gold Lace Juniper. There are several probable causes - freeze damage, dog urine, or fungal disease at the center of the plant. I'd prune away the dead stems and branches in hopes of prompting the plant to grow healthy new branches in the center. Hope this helps!
