| William, Those spots are fungal leaf spots. I have not seen them become enough of a problem on wisteria to warrant spraying. I would ignore them. If you feel they are so prevalent that the plant is losing lots of leaf area you can spray periodically with a product containing chlorothalonil. Thanks for the question.
