I want to use newspaper in my garden to keep down weeds. I will put down a layer of newpaper, covered by straw. How many sheets (layers) of newpaper should I put down to survive the summer.

Many, many sheets! I wouldn't even consider going less than 2 to 4 inches thick, you really don't want those weeds to have a chance, and summers are long! I also use corrugated cardboard for this purpose with good results.
