If the leaves have actually sprouted a fuzzy coating, you're probably dealing with powdery mildew, a fungal disease. You can pinch off the infected leaves to keep the disease from spreading, and to open the plant up to better air circulation. Powdery mildew can attack plants when daytime temperatures are warm, nighttime temperatures are cold, and humidity is high. Best wishes with your hibiscus!
