I am looking for a compact, full sun, blooms all summer, does not exceed 18

My first suggestion is lavender. This blooms several times during the course of the summer if you cut off the spent blooms. Another suggestion is heather. There are many varieties, blooming in either white, pink or rose, and there in Woodinville they will bloom every 2-3 months; spring, summer, fall and winter. Hope one of these is just right for your garden.
