I have a yellow Floribunda rose bush that did great for 2 summers and now, it has only small leaves all at the base of the plant and has gone no further. There are a lot of leaves but it all stays at the base of the bush! Any suggestions? Chipmunks were digging and leaving a big gap under the bush which I tamped back down but still no movement.

It's possible the canes have died back because the roots were exposed to air. Try pruning the top back to see if it resprouts. If you get new growth in a few weeks, the canes are still alive and should produce new shoots and new foliage. If you get no new growth at the top you may have to prune everything down to where it shows live material. After pruning the remaining parts of the canes should produce healthy new growth. Hope so!
