The weep holes at the bottom of the brick wall are important for draining away any water that might collect behind the wall and must not be covered up. Covering them can allow water to move behind the bricks causing rot of the wood in your walls. These holes are also a favorite entry point for termites, another reason not to cover them up.
If you want to build a raised bed it needs to have a back wall that is a few inches away from the brick wall of your home. This allows you or a termite inspector to treat that area or at least be able to check it for signs of entry.
