Indiginous plants for high desert/heavy clay soil? - Knowledgebase Question

What are some low maintenance plants that do well in the high desert heat, and heavy clay soil? I have been doing trial and error tests on various plants I have read about, or see in the neighborhood, but the heavy clay soil may be the problem. Not sure what to do about the soil. Is there a way to keep in aired out so plants can breathe? I want a beautiful garden so badly, but nothing seems to work - and I do not want a yard full of cactus.
