I live on Long Island New York and would like to know what perenial plants that I can buy that have very fragrant flowers and are evergreens. I particular like the Jasmine plants but any of the fragrant plants would do. Could you please tell me where I can purchase them and the names of the plants?
Thank You,
Steve

Unfortunately, the fragrant jasmines would not be winter hardy in your area (your zip code places you in winter hardiness zone 6), although you could grow them as houseplants.

A wonderfully fragrant low growing evergreen that would grow in your area is Sarcococca. Another fragrant evergreen shrub would be Prunus laurocerasus 'Schipkaensis'; additional evergreens with fragrant flowers would include the pyracanthas such as Pyracantha x 'Mohave' and some rhododendrons such as Rhododendron x 'Ignatius Sargent' (H-1.) Although semi-evergreen, you might also like the extremely fragrant flowering shrub Viburnum x burkwoodii.

Among perennial flowers that are evergreen, the choices are somewhat limited as most perennials are deciduous. You might consider the lavenders such as Lavandula dentata candicans.

Your professionally trained nurseryman may also have suggestions based on a more detailed understanding of the planting site (sunny, shady, windy, wet or dry soil, etc.) and your overall design goals. In the meantime I hope this helps you get started in your planning.
