I am looking for a shrub or plant that would get no taller than 4' or at easy maintanence (minimal trimming per year) that would preferably flower, but isn't totally necessary that would give a home a

You might be able to use the weigela. It depends what time of day the planting site receives sun and for how long. If it receives at least six hours of sun including the hour of noon, or sun all afternoon, then that would be considered full sun. Also, when you plant, you need to put the plant out far enough from the house so that rain will reach the roots.

There are so many different plants you could use, I would suggest you consult with your local professionally trained nurseryman. They should be able to make suggestions based on a more detailed understanding of the growing conditions where you want to plant (sun or shade and at what time of day, if it is windy, soil type, if it is extra wet or dry there, and so on) and your overall design goals.
