Can you provide me with suggestions for environmentally safe sprays for shrubs to prevent disease and or pests on my gardenia and rhododendron plants?

These are fairly low maintenance plants. As long as they are planted in a suitable location and growing well, you should not need to spray them at all. Modern IPM (Integrated Pest Management) principles indicate that a healthy plant is least likely to be attacked by a pest or disease. Monitor the plants in case something unusual occurs. When and if that should happen, you would identify specifically what is causing the problem and then determine whether or not you need to take action. Your local county extension should be able to help you diagnose any problems and will also have the most up to date information on what to use and how/when is best to apply it for maximum results.
