This tree, Eucalyptus cinerea, is only winter hardy to zone 8, so it definitely would not survive the winter outdoors where you live (your zip code places you in zone 6.) You can encourage additional branching by trimming the central leader out and/or pinching out the growing tips periodically. However, if you trim that tall center branch (the leader) it will not maintain such a distictively upright tree shape, it will look bushier instead.
