I have soo many perennials and I would like to take some starts and put them in another garden. When is the best time to do this?

Some plants prefer a certain time of year, but early September and very early spring are generally best. Midsummer (now) is not a good time because the plants will be stressed by the heat. A common exception is bearded iris, this are split and replanted at the end of July or early August.
