Even thought I clipped my mums down once they died, the greens are growing again (they are about 9 inches tall). They are not blooming flowers, however. Do I clip them down again or leave them? I would like to have them bloom this fall, when they are supposed to.

Mums are usually pinched or lightly sheared about every ten days or so from early spring until early July. At this point I would suggest cutting them back by about one third. This will encourage branching lower on the plant. Then pinch out or trim off the tips of the newest growth weekly until mid July. This will force additional branching and ultimately, the plant will have more buds. The pinching process delays blooming until fall. If the plants have already set flower buds, I would skip the pinching/shearing and allow them to bloom naturally this year.
