Magnolias require little if any pruning, the only reason to prune should be to remove broken, diseased or rubbing branches. Unfortunately, there is no long term way to keep it small by pruning. This cultivar is slow growing and also among the smallest cultivars of southern magnolia, so if you truly need a small tree perhaps you need to consider a different tree altogether. I'm sorry I can't be more encouraging.
